We think this might not be a bug... but rather someone at Apple didn't think anyone would purchase more thean 8 ringtones. Apparently if you try to sync more than 8 ringtones to your iPhone, iTunes just won't let you.
This is why Apple has released this support doc describing a work around to get more than the allotted 8 ringtones onto your iPhone.

- Select iPhone in the source list in iTunes.
- Click the Summary tab and deselect "Automatically sync when this iPhone is connected.
- Click the Ringtones tab and select "Selected Ringtones."
- Select the ringtones you want to sync and then click Sync.
